Tailnet v2 API consists of a dRPC service that allows us to gracefully disconnect tailnet peers.

This issue covers implementing support for this new API in AGPL coordinator, including tests. Out of scope are changes to clients or agents to start using the new API. We translate to and from the existing websocket API for now.
