Closes #8971

Before making health page GA:

  • Add a storybook
  • Remove all of the if (feature_deployment_health_check) { ... } logic
  • Make sure that we have/don't need docs

Adding as an issue here to keep track.

Our current storybook coverage seems be OK for the moment.

Opened #11572 to remove experimental flag.
