To better articulate the problem; when you change workspace settings and apply, the workspace restarts without warning. This has frustrated customers because work can be lost suddenly without a prompt for confirmation. |

Problem
Accepting the "restart" prompt after changing schedule settings on an out-of-date workspace causes the workspace to update without warning. This occurs for template admins and users even when automatic updates are not forced.
This (somewhat sloppy) screen recording showcases the behavior:

Workspace updates can lead to data loss for users. They should always be notified/prompted when an update will occur.
Proposal
Whenever we prompt the user to restart their workspace and it's out of date, we should include a notice that an update will be applied. When automatic updates are not required, this should be replaced with a checkbox to confirm the update or opt-out.

This same behavior should be applied to changed parameters.
