Business Motivation:
There are use-cases that block customers and prospects where HTTP2 and GRPC requests need to go through DevURLs. The only current workaround is SSH port forwarding, which is a non-starter because it doesn't allow someone to call GRPC services that are on someone else's workspace.

Acceptance Criteria:
Add support for HTTP/2 and GRPC into the Workspaces v2 DevURLs feature.
