Infrastructure: Generate and embed a version number in page footer and CLI

There are several places we need to include a version and/or a build number.

- [x] The footer of our UI
- [ ] The output of the help message in CLI (and a `--version` argument)
- [ ] Soon, a terraform provider version: https://github.com/coder/coder/pull/368/files#r816031341
