When #5366 is merged (ref: #5233), we will start having organized release notes and ways to detect breaking changes.

To ensure a clean and organized changelog in our release notes, we will want all commits on main (i.e. merged PR titles) to start with a common format, feat: for instance.

Our title format is pretty much a spot-on match for conventional commits, so we could simply use a pre-existing action like semantic-pull-request.
