Add unit tests for Helm chart

This would prevent issues like https://github.com/coder/coder/pull/6544 and give us greater confidence in shipping changes to our v2 Helm chart.

We can probably fork-lift most of the test framework from [enterprise-helm](https://github.com/coder/enterprise-helm/tree/main/tests)
