Ex: api/v2/workspaces?owner=username
Given: User has just 1 workspace
Result: 7 workspaces
Coder v0.24.0
Expectation is filtering happens based on params, as doc'd here: https://dev.coder.com/swagger/index.html#/Workspaces/list-workspaces
