Following #10261
From starting with 157 usages of makeStyles across 154 files, this changes brings us down to 65 usages across as many files.
This is a smaller one, containing just a couple commits that were supposed to be part of #10261, but that caused a bug in the e2e tests which was hard to track down in that large of a change, so I reverted them and picked them into this branch instead.
