Uses the ubuntu-22.04 runner instead of ubuntu-latest. This may get bumped to 24.04 eventually, and it's probably better for us to do this intentionally.

I would suggest check all workflow files and make sure we are consistent.

ubuntu-latest has indeed been bumped to 24.04, are we all good to merge this or do we want to pin the version of all CI jobs?

@ethanndickson Maybe we should instead bump our all depot runners to 24.04 and see if anything breaks. We have to do that anyway later.
