This is unfortunate, but with the containers it can take a while.
We should spend some time making these parallel in the future,
but for now this is fine!

If it takes this long it may be a flake in setup-docker... I'll investigate. I couldn't find the release action this occurred on. Was it the old 0.5.11 one last week?
