coderd: dbauthz_test: migrate TestProvisionerJob suite to use mock DB 
- Replace Subtest with Mocked across ProvisionerJob tests
- Mock all underlying DB calls used by the querier
- Maintain RBAC assertions and outputs
- Verified with focused test run
