this PR documents our max lifetime feature, and updates the create template & template settings pages to clarify the behavior of both the auto-stop and max TTL functionalities.
this is in response to feedback from a customer who expressed confusion about how the max lifetime feature worked, and when workspaces are expected to be shutdown.
