This PR allows us to "bring our own" changelog instead of leveraging the automated one at release-time. If one does not exist, it will fall back to the generated one. This also adds support for us jumping to a v2.0 major version, skipping over 1.0 to avoid naming conflicts with Coder v1.
It's a bit hacky. I plan on working with @mafredri on a cleaner solution for this (+ patch releases) once he returns from PTO.
