Backend support for #9415
TemplateVersionIDfield toCreateWorkspaceRequest, which is mutually exclusive with the existingTemplateIDfield.TemplateIDis specified, nothing is changed. No breakages or funny business.TemplateVersionIDis specified, we use that version, after making sure that it belongs to a template, and setting everything else up as normal
