Annex C wording should not claim old code will "fail to compile" #6901

The phrase "fail to compile" should not be used describing how code from an earlier standard will be affected by changes to the new standard. Instead, we should say "may become ill-formed". Observe that we do not guarantee that code becomes ill-formed, as QoI permissions often exist that do not enforce old code becoming ill-formed, e.g., use of a zombie name or header.
