Fixes #91 by switching to the Github Container Registry from the digitial ocean registry, which can have public images.

There seems to be an issue pushing cache layers to github container registry, so this is failing: docker/buildx#271

Not sure if we should just stay with digital ocean or I should disable the cache image generation.

The build is now taking too long without caching, so scrapping the plan to move to github. Instead we can just build the base image locally when we need it for local testing.
