This PR

  1. copies the Release and Publish action form https://github.com/github/paste-markdown/blob/main/.github/workflows/release.yml
  2. Deletes the Publish action, as I believe that it's now obsolete, and as far as I can tell has never run.

Based on @keithamus feed back on slack, it might be nice to combine this release with the publish action so that it's kicked off via the creation of a release on GitHub.

There's some awkwarndess where the release tag will be before the pkg.version update though ...
