Pull Request Overview

This pull request adds YAML front matter to the change note document in order to clearly categorize the change note.

  • Added YAML front matter with a "category: breaking" property
  • Retains the existing "Breaking Changes" content for clarity

The integration tests were failing because of the changes mentioned in this change note (from #19376). I've updated the .expected file to match.
