Why:

The gh cache list call needs the write actions permission, otherwise it fails with Error: Resource not accessible by integration..

It was reported here: actions/gh-actions-cache#85

What's being changed (if available, include any code snippets, screenshots, or gifs):

Added the write actions permission to the cleanup cache workflow.
