This PR refactors the meta-arguments section into an overview page. All of the core information has already been moved to the reference pages for each block that supports the meta-arguments, so this removes redundant descriptions. The expected path is for practitioners to find information about the meta-arguments supported in the block they are writing.
This PR also applies some of the navigation updates that did not make it into other PRs in the roll up branch.
