Description:
Splitting out the geofency device tracker platform to a separate component/platform.

Pull request in home-assistant (if applicable): home-assistant/core#17933

Looks good! I've upped ⬆️ the ha_release to match the actual release number this is going to be part of.

Can be merged as soon as the build passes.
