When not installed cpio build crash in buildroot part

I wonder how you got a system without cpio? It gets installed by the debootstrap and I believe is installed as a part of a default installation process.

To cover all system options, I advise you to add in apt install process

Debian 12 installed 2 weak ago..

also clear docker builds come with out cpio
