What type of PR is this?

The secrets field in service accounts is not populated by any core kubernetes components since 1.24, and does not drive any behavior unless the service account opts into restricting mountable secrets, which is vanishingly rare.

This cleans up the printer and describer for service accounts to stop outputting misleading descriptions.

Does this PR introduce a user-facing change?

`kubectl get` and `kubectl describe` human-readable output no longer includes counts for referenced tokens and secrets

Please note that we're already in Test Freeze for the release-1.27 branch. This means every merged PR will be automatically fast-forwarded via the periodic ci-fast-forward job to the release branch of the upcoming v1.27.0 release.

Fast forwards are scheduled to happen every 6 hours, whereas the most recent run was: Fri Apr 7 08:02:24 UTC 2023.
