What this PR does / why we need it:

Adds a helper script for viewing diff of content in protobuf-serializations of Kubernetes API objects.

Made during investigation into #96564 https://docs.google.com/document/d/18YCIU8MSv2HzO9IEUiz1hgCtWCRzabUcpeKHOUiOlHs/edit?resourcekey=0-KhINfpm6jDUA7wAmzy1sYA&tab=t.0
