Let's just wait on this until these packages have dev branches ready so L10 will actually be functional - especially Sanctum, CORS, and Sail. Marking as draft for now. |

This PR preps the master branch of skeleton for Laravel 10 by removing blocking dependencies.
I'll create develop branches of Sanctum, Tinker and Sail soon to re-add these.
