Motivation
Fixes a parity issue of file permissions in
/var/taskwhen using Lambda layers. This fixes sample applications on LocalStack using the aws-lambda-web-adapter. For example: https://github.com/awslabs/aws-lambda-web-adapter/tree/main/examples/expressjs-zipChanges
