Bug summary
The qt5, wx, and gtk3 backends try to set the enabled state of 'back' and 'forward'
history buttons, which don't necessarily exist if a non-standard Toolbar is in use.
Adding this to the qt5 backend in #12886 breaks existing user code when going from
v3.0 to v3.1.
