See #4606 and #4608
Basically the default offset for logplots is 1/base i.e. 1e-1 this means that the top of the step will be at value + 1e-1 which is somewhat unfortunate.

Nevermind this works correctly. When bottom is not set it starts at 1e-1 but it is not used in the calculation of the top
