This ensures that when a cairo-based backend is active, animations also
get saved using backend_cairo, rather than falling back on backend_agg.

The fallback on agg was noted in #7233 (comment).

This definitely improves the linked issue, but we should probably add at least a test of saving files with the Cairo backend at some point.
