PR Summary

Restore html <title> on main doc page.
"Matplotlib: Python plotting -- Matplotlib vX.Y" used to be the <title> earlier (https://matplotlib.org/2.0.2/index.html); the switch to index.rst (rather than a handwritten index.html) had the infortunate side effect of changing that <title> to "Installation -- Matplotlib vX.Y" (taken from the first section of the page).

This PR restores the previous <title>.
