Re-factor _parse_args for quiver/barb to handle the case when keyword arguements are used instead of positional arguements. If both are given at the same time, positional will be chosen by default.
Test code:
import matplotlib
matplotlib.use("TkAgg")
import matplotlib.pyplot as plt
import numpy as np
from numpy import ma
x, y, u, v = 0, 0, .01, .02
plt.quiver(X=x, Y=y, U=u, V=v, units='xy', scale=1)
plt.figure()
plt.quiver(x, y, u, v, units='xy', scale=1)
plt.show()
