PR Summary

As mentioned in #23208, the docs currently link to a post script reference (the blue book) that is on a system with restricted access, so I changed the link to the Red book since I found that on an official adobe site. Also changed the page # to where the reference is in the red book & took a first stab at copy pasting in the official description for offset.

I think this partially addresses #23220

Looks good! There are also a bunch of set_linestyle functions (three), but since I touch those in #23056 it is probably better that I try to incorporate something similar there.
