PR Summary

The workflow is not making much progress because it’s using up most of its available operations checking the issues it already labelled (#25163 (comment)). An extra 25 operations means an extra ~6 issues can be labelled in the next run.

I think we will need to keep increasing this through the first month. After that, it will start closing previously labelled issues and so free up some operations for itself.
