Discussion in #26684 makes the point that folks aren't really reading the big block of text comment, so here I'm breaking it up into the sections each part of the comment is related to and deleting the information that's also in the checkbox. The stuff about the title can also be moved into the checkbox. I also maybe wouldn't object to reducing this further and moving some of this content into the contributor guide.
