…offset, you ensure that the error bar caps are properly aligned when the polar plot has non-default settings for theta direction or zero location.

PR summary

This pull request fixes the misalignment of error bar caps in polar plots when non-default theta direction or theta zero location is used. The issue caused the error bar caps to not rotate correctly, resulting in them not being perpendicular to the error bars. The changes ensure that the error bar caps respect the theta direction and zero location, keeping them aligned properly.

Closes #28885.

Thank you for your interest in contributing to Matplotlib, however, there is already an open PR for this issue at #28905. We usually take the first PR opened against an issue and in this case #28905 seems closer to completion so likely it will be merged rather than this. If you think #28905 could be improved then you are welcome to leave a review there.

I am sorry but I am going to close this as a duplicate.
