removing CircleCI, since Github Actions were added in #159

fyi (in case anyone will want/need to come back to the CircleCI) - recently it was not working properly, I was having issue building the image. It's probably related to the way we started using caching etc., but haven't finished debugging

I'm actually not able to stop the builds on the circle ci page. @miykael - we would need your help with it

Certainly @djarecka, I just stopped it! Hope it works now?
Great idea @mgxd to move to github actions. Would be awesome if this takes care of the build issues 👍

Thanks @miykael! tests with circleCI topped, but there is still ci/dockercloud

We should probably add a push step to the Github Action: https://github.com/marketplace/actions/build-and-push-docker-images
