file is empty. The unit test has been rewritten to check for this and the test is passed.

Hi Paul, this contains a lot of changes that are not yours or that have already been committed. You shouldn't work in your master branch, but instead keep that sync'ed with numpy master and create a new feature branch based on master for each bug fix / enhancement. Could you please close this pull request, read http://docs.scipy.org/doc/numpy/dev/gitwash/development_workflow.html and try to submit a new clean pull request? Ask on the mailing list if you need any assistance with git. |

A suggestion for implementation of basic header and footer functionality has been written. No structured array support has been added. I suggest making this a separate keyword, as it can be nice to have a comment-style header, even if column names are inferred from the structured array.
