addresses item in #29462, which is the build and upload of wheels for pyodide. numpy/numpy-release#7 enables the build and upload of those wheels.
I left the emscripten workflow in there, so regular tests are done for each PR. If necessary I can remove altogether.
Note that the numpy-release PR is not quite mergeable, it needs one of the following options:
pypa/cibuildwheelactioncibuildwheeloractions/setup-pythonto be fixed. (Problem building pyodide wheels with cibuildwheel tool when actions/setup-python sets the same Python version as the Pyodide Python version pypa/cibuildwheel#2566)
