This patch came from Intel as is. It looks fine to me, the only thing I'm not sure about is the added '-Wl,-framework,Python'. It should work for all recent MKL versions. I haven't been able to test this though.

Note that there's also an MKL application note which recommends these flags: http://software.intel.com/en-us/articles/numpyscipy-with-intel-mkl
