always call ``WaitForSingleObject()`` in ``Process.wait()``. Previously,
sometimes the process was still running after ``TerminateProcess()`` even if
``GetExitCodeProcess()`` is not ``STILL_ACTIVE``. Patch by Victor Stinner.
