I don't really have the bandwidth to review all the PRs making changes to this file right now (most of which make pretty minimal/uncontroversial to the file!) :-)

Sorry, @AlexWaygood and @hugovk, I could not cleanly backport this to 3.13 due to a conflict.
Please backport using cherry_picker on command line.
