This PR makes
mypyfallback to reading the configuration from~/.mypy.iniif neithermypy.ininorsetup.cfgare found when invoked without--config-file. Also,--helpwill now mention all default config files under--config-file CONFIG_FILE, instead of mentioning onlymypy.ini.Missing:
