Apparently didn't fix the problem, since the CVXOPT only test still failed. But it might be worth leaving it switched since it seemed to reduce the frequency of re-running tests that was required some code I am working on... |

This PR attempts to fix issue #761 by switching the order of installation of CVXOPT and Slycot. In testing so far, the
python-package-conda.ymltests have functioned without random failures.
