This PR renames the current iosys module as nlsys and renames the namedio module as iosys, in preparation for changing around the I/O system classes as described in #904. There is no change in functionality, but making this change as a separate PR will make it easier to see (fairly major) upcoming changes to the I/O systems modules.

I plan to merge this PR quickly so that I can get the next PR posted, which has the actual changes to the I/O systems class structure.
