The workflow support for arm was removed with the last commits.
This PR fixes the compile error for aarach64 on Linux by using the ubuntu-arm runners, and also adds arm64 support for Windows.

The commit history is a bit messy, but as this simple PR should be squashed anyway, I would say that it doesn't matter.
