I was planning to do a bit bigger update to contribution guidelines as part of RF 7.3. The main motivation was documenting automatic code formatting (#5387). RF 7.3 is now so much overdue that I think updating guidelines must wait and I'll submit a separate issue about that. Anyway, these changes look good enough to be merged already now. I'll probably make updates to the type annotation section later. |

As discussed on Slack: added a section about type hints / annotations to the contributions guide to serve as guideline for the planned annotations work on the standard libraries.
