Translate Ruby 2.4.0-preview2 released into bahasa Indonesia. This translation needs a review @gozali and @stomar.
Thank you.

* Mendukung OpenSSL 1.1.0
* ext/tk sekarang dihapus dari stdlib [Feature #8539]
