It does say in the official doc that people can create blank issues "if you set blank_issues_enabled to true."

@thomasjpfan @rth @adrinjalali I don't recall the gitter discussion about a blank issue.

I think that this is not a bad thing that users cannot create a blank issue and only people from the project can.
We should make sure that the template is enough flexible and does not require too much unnecessary information.

I would be happier if maintainers and users have access to the same set of issue templates (+blank). I don't see why we would prevent users from using the blank template. If users keep opening black issues, it means the templates are either not working or there's a missing type we should add.

I think we should configure blank_issues_enabled: true so that the "Blank issue" link actually works for non-admin users.
