This PR uses debian stretch as the base image explicitly for doc building.

(jessie had apt bugs https://discuss.circleci.com/t/convenience-images-update-changes-to-debian-mirror-for-browsers-tagged-image-variants/29293)

circleci/python:3.7 only has stretch images anyway as far as I can tell,

https://github.com/CircleCI-Public/circleci-dockerfiles/tree/master/python/images

so upgrading to 3.7 tag should be enough, but this is also fine.
